Michael J Carroll, former Chief of Police for West Goshen Twp., 78, of Millsboro, Delaware and formerly of Chester County, passed away on November 5, 2021. Michael was proceeded in death by his parents Walter J. Carroll, Jr., and Alice R. Carroll. Michael was a devoted and loving husband to his wife of 34 years, Donna Worth Carroll. He was extremely proud of his children Michael P. Carroll, husband of Adria Carroll, Carrie Olsen, wife of Michael Olsen, Shannon DiFonzo, wife of Gregory DiFonzo, and Daniel Carroll, husband of Megan Carroll. He is also survived by sisters, Nancy Frank, wife of Peter Frank, Susan Moses wife of William Moses and brother William Carroll. One of his greatest joys in life were his twelve grandchildren and two great grandchildren.
Michael graduated from St. James High School in Chester, PA, in 1961. He enlisted in the United States Air Force in 1961. During his tour of duty, he was stationed in Korea twice, and was a member of the U. S. Air Force Presidential Honor Guard, Bolling Air Force Base, Washington, DC. In this capacity he served as a military participant in the funeral of President John F. Kennedy.
Michael began his extensive law enforcement career with the Tredyffrin Township Police Department and continued with the Chester County Detectives and the West Whiteland Township Police Department. Michael ended his career with the West Goshen Township Police Department, as Police Chief from 1988 until 2011. Michael was a graduate of the 109th Session of the FBI National Academy Class. His law enforcement career spanned 45 years.
Michael served as President of several Police Chief Associations, to include the Chester County Chiefs Association, Southeastern Pennsylvania Police Chiefs Association, Pennsylvania Chiefs of Police Association, and the International Association of Chiefs of Police. As President of the IACP Michael was afforded the opportunity to travel the world and meet police officers worldwide. He was extremely proud to serve as a police officer and was dedicated to police officers near and far.
Michael was a passionate golfer and an avid fan of the Notre Dame Fighting Irish football team. He was a true and dedicated friend to many and will be greatly missed.
Relatives and friends are invited to his visitation on Friday November 12, 2021 from 4-8pm at the DellaVecchia, Reilly, Smith & Boyd Funeral Home, Inc. 410 North Church St. West Chester, PA, 610-696-1181 http://www.DellaFH.com. His Funeral Service will be held at 11am on Saturday November 13, 2021 at the Westminster Presbyterian Church, 10 W. Pleasant Grove Road, West Chester and his interment will be private.
