Lt. Cotter was a tremendous help to me when I was appointed Chief of Detectives. He showed me the ropes and continued to guide me in the office. I will never forget his loyalty and professionalism he gave the to the District Attorney's Office and the citizens of Chester County. Mike earned the respect and admiration of the entire law enforcement community.

Mike was my brother's, Frank Mc Ginty, best friend. Betty and Mike visited him in San Francisco and flew out for his funeral Mass. We always had a good time laughing and listening to those loquacious Irishmen. Good bye, old friend, and Gods speed. You were a great individual.
